Hweelon graduated from the National University of Singapore with an LL.B. (Honours) in 1993 and was called to the Singapore Bar in 1994. He is a commercial, corporate and construction lawyer with over three decades of experience advising a broad range of clients, from individuals and small and medium-sized enterprises to multinational corporations.

Hweelon's practice encompasses commercial and construction disputes, restructuring and insolvency, corporate and corporate secretarial matters. He has particular depth of experience in the building and construction sector, having spent part of his career at Eldan Law LLP, a leading Singapore construction and engineering disputes firm that is ranked Tier 1 for Construction by Benchmark Litigation and has been rated Outstanding by AsiaLaw for its construction practice. While at Eldan Law, Hweelon was immersed in the full spectrum of construction and engineering dispute resolution work, including adjudication proceedings under the Building and Construction Industry Security of Payment Act ("SOP Act"), court litigation, arbitration and mediation.

His construction law experience covers disputes involving delay and extension of time claims, defective works, repudiation of contracts, variation claims, and payment disputes across the construction value chain. He regularly acts for developers, main contractors, subcontractors and suppliers in relation to building, infrastructure and engineering projects. He is experienced in advising on contractual rights and obligations under standard form construction contracts commonly used in Singapore, including the Singapore Institute of Architects ("SIA") conditions, the Public Sector Standard Conditions of Contract ("PSSCOC") and the Real Estate Developers' Association of Singapore ("REDAS") conditions. Hweelon has represented clients in contested trials before the Singapore courts as well as in domestic and institutional arbitration proceedings, and has acted in adjudication proceedings under the SOP Act to resolve payment disputes swiftly and cost-effectively.

Beyond construction, Hweelon has advised extensively on corporate restructuring and workouts, debt recovery, contract disputes and commercial litigation. He has also advised companies on mergers and acquisitions as well as general corporate and commercial matters.

Hweelon is bilingual in English and Chinese, enabling him to advise Chinese-speaking clients and handle matters involving Chinese-language documentation and counterparties.

From 1999 to 2001, Hweelon took a hiatus from practice to join an e-commerce start-up, where he advised on capital markets matters in Hong Kong, China and Taiwan, engaging with both market operators and regulators. This experience gave him valuable commercial and cross-border insight that continues to inform his advisory practice.
